SWEDISH AND EUROPEAN LAW, CLIMATE JUSTICE, AND ENVIRONMENTAL PROTECTION AT SÖDERTÖRN UNIVERSITY – SWEDEN

A week-long course and visits to Swedish and European environmental courts

Objectives:

Sweden is considered a pioneer in environmental policy and legislation: it has some of the world’s most ambitious greenhouse gas emission reduction targets and is a model in areas such as renewable energy, recycling, and sustainable neighborhoods. This trip will help us to:

  • learn about the structure and functioning of environmental policy and legislation in Sweden and Europe;
  • assimilate the governing principles of European environmental and criminal law to ensure the preservation, improvement, and recovery of environmental quality;
  • study the main laws and their implementation in Sweden and Europe;
  • International conventions and agreements in the field of the environment.

Target audience:

Judges, prosecutors, environmental managers, lawyers, directors, and all professionals who need to update their knowledge and learn about current legislation around the world related to Human and Environmental Law.

Lecture content:

  • The Swedish administrative tradition and the principles of good administration.
  • What Sweden is doing to achieve the SDG 13 goals on climate change: An analysis of legal and institutional approaches.
  • The fragmented landscape of environmental protection in Sweden.
  • The rule of law in Sweden. Past and present challenges.
  • EU legislation, national legislation, and the role of the courts.
  • The application of EU legislation in Sweden from the perspective of an environmental NGO.
  • Lessons to be learned from 25 years of experience with the Swedish Environmental Code.
  • On the implementation of science in environmental decision-making and the role of technical judges.
  • International law and its application in the EU and its Member States.
  • The Swedish Environmental Protection Agency (SEPA) and its role in granting licenses.
  • The role of the Environmental and Land Court of Appeal in environmental decision-making.

Faculty:

Patricia Jonasson is a PhD and associate professor at Södertörn University. Her research focuses on public law and European law, specializing in intimidation and violence against public officials as a threat to the rule of law.

Jan Darpö is a PhD and professor of environmental law. His research focuses on environmental procedures, water law, and nature conservation. He was a visiting professor at the University of Minnesota (2008) and UNSW in Sydney (2012). Since 2008, he has been chair of the Task Force on Access to Justice under the Aarhus Convention. He is a member of the Avosetta Group and the EELFs Advisory Board. He has been appointed as an expert by the Commission and several research institutes.

Said Mahmoudi holds a postgraduate degree in legal studies, has been teaching international law since 1988, and has been a professor of international law at Stockholm University since 1999. He has served as a diplomat at the Iranian embassy in Stockholm and at the Iranian Ministry of Foreign Affairs. He is an arbitrator appointed by the Swedish government for the Law of the Sea.

Mikael Schultz, former technical judge at the Land and Environment Court of Appeal.

Mats Grahn, Professor of evolutionary biology at Södertörn University, teaching ecology, genetics, planning, and supervision in the environmental field to future environmental scientists. Associate professor of zoological ecology and working as a teacher since 1998 and, since 2014, as a professor at Södertörn University.

Monirul Azam is an associate professor of law at Södertörn University. He holds a Ph.D. in Computer Science and has a strong research focus on software engineering, data analysis, and machine learning.

Richard Sannerholm, Associate Professor, Professor of Law. Teaches and researches the rule of law, public law, accountability, and administrative culture at Söderntörn University.

Joanna Cornelius, Swedish Society for Nature Conservation. PhD student in Environmental Law.

Lena Lidmark, environmental lawyer at SEPA.

Anna Tiberg, judge and vice president of the Environmental and Land Court of Appeal.
